Kim McCarley is Vice President of Business Development for the Transformation, Security, and Social Services division at ICF, a global consulting and technology services company with annual revenues of $2 billion and approximately 9,000 employees worldwide, including offices in India. 

 Since 1969, public and private sector clients have worked with ICF to navigate change and shape the future. ICF combines traditional consulting expertise with innovative digital solutions to support our clients in a highly interdisciplinary way. As Vice President of Business Development, Kim is responsible for spearheading business development strategies and fostering growth across the division. 

 Leveraging a comprehensive background in business development and management, Kim displays a remarkable blend of expertise and a substantial track record of over two decades. Renowned for a strategic approach to integrating systems, personnel, and resources, Kim excels in formulating business strategies informed by meticulous market research and trend analysis to pursue growth opportunities. With a keen understanding of the civilian federal government buying cycle, Kim provides strategic guidance in leveraging company-wide capabilities to advance its position in target markets by forging new client relationships and developing partnerships. 

Prior to joining ICF in 2019, she managed the day-to-day business development services for two small businesses supporting federal, state, and local governments. Her earlier career spanned 20 years in the healthcare industry where she oversaw business operations.  

Ms. McCarley holds a master’s in business administration.
