Gurcharan Singh is an accomplished international development executive with over three decades of leadership experience spanning multilateral development institutions, government agencies, and the private sector. He currently serves as a Senior Advisor to the World Bank’s senior management, contributing to strategic initiatives across infrastructure development, green public procurement, climate resilience, and technology-driven governance. 

As the Founder and CEO of WAH Global USA, Gurcharan leads a consulting practice specializing in development advisory, procurement innovation, and capacity building across emerging markets. His extensive international experience is drawn from engagements in over 100 countries across Europe, Africa, Central Asia, and the Caribbean, with a strong focus on promoting transparent, efficient, and inclusive economic growth. 

Throughout his distinguished career at the World Bank, Gurcharan played a pivotal role in shaping policies and programs aimed at fostering sustainable development, strengthening institutional governance, and supporting economic modernization efforts globally. His leadership in green procurement, digital transformation, and infrastructure project implementation remains widely recognized within the development community. 

Gurcharan began his professional journey with the Indian Central Public Works Department and later with the Gas Authority of India Limited (GAIL), where he spearheaded India’s first major initiative to introduce Compressed Natural Gas (CNG) for vehicles, significantly reducing pollution in Delhi. His contributions to clean energy, technology adaptation, and infrastructure policy set benchmarks that continue to influence development practices in India and beyond. 

Based in Silver Spring, Maryland, Gurcharan is deeply engaged in supporting local and international business communities, particularly in strengthening U.S.-India economic relations. He brings to the IAICC a wealth of expertise on cross-border trade, economic policy shifts, and strategies for navigating emerging market opportunities under changing geopolitical landscapes. Gurcharan holds a Bachelor of Technology (B.Tech) in Mechanical Engineering and a Master of Technology (M.Tech) in Management and Systems, from the prestigious Indian Institute of Technology (IIT) Delhi — one of India’s premier academic institutions. His commitment to public service, combined with his experience advising senior leadership at the World Bank and his hands-on collaboration with governments and businesses, positions him as a valued thought leader in international trade, sustainable development, and global economic collaboration.
